Roles & Responsibilities

We are seeking an experienced and people-oriented Operations HR Manager to lead the HR operations of an established elastic manufacturing facility located in the Biyagama region. The ideal candidate will be responsible for driving HR excellence across manpower planning, compliance, and employee engagement while ensuring a motivated and productive workforce that aligns with factory performance goals and global compliance standards.

Key Responsibilities

HR Operations & Factory Support

  • Oversee daily HR operations including attendance, payroll coordination, transfers, and resignations.
  • Collaborate with production and planning teams to ensure sufficient manpower across weaving, covering, dyeing, and finishing sections.
  • Implement and manage efficient attendance tracking and absentee control systems.

Recruitment & Manpower Planning

  • Forecast and plan manpower requirements across operational areas such as loom operation, dyeing, maintenance, and packing.
  • Conduct recruitment drives in collaboration with training schools, technical institutes, and local agencies.
  • Oversee onboarding and training to ensure smooth adaptation to elastic-specific production processes.

Employee Relations & Engagement

  • Maintain strong employee relations through consistent communication, counseling, and conflict resolution.
  • Ensure discipline while nurturing a positive and inclusive workplace culture.
  • Design and implement employee engagement initiatives to reduce turnover and strengthen retention.
  • Build effective relationships between management and workforce representatives.

Performance & Capability Development

  • Support and manage the factory’s performance evaluation process ensuring fairness and consistency.
  • Partner with production and training teams to identify skill gaps and promote upskilling and cross-skilling programs.
  • Drive capability-building initiatives to improve workforce efficiency and flexibility.

Compliance & Industrial Relations

  • Ensure full compliance with Sri Lankan labor laws, health & safety regulations, and buyer-specific social compliance standards (WRAP, BSCI, SEDEX, GOTS).
  • Maintain all statutory documentation, inspection records, and employee files accurately.
  • Manage disciplinary procedures in accordance with company policies while maintaining transparency.
  • Liaise with labor authorities, auditors, and compliance bodies when required.

HR Reporting & Data Management

  • Maintain HR dashboards and monitor KPIs such as absenteeism, turnover, and disciplinary statistics.
  • Provide insights and analysis to management for data-driven decision-making.
  • Oversee and manage contract and subcontracted workforce effectively.

Continuous Improvement & Factory Culture

  • Drive HR process improvements through automation and digital HR systems.
  • Promote a culture of safety, accountability, and respect at all levels of the factory.
  • Collaborate with production heads to enhance teamwork, engagement, and operational harmony.

Pre Requisites

  • Bachelor’s Degree or equivalent qualification in Human Resource Management (CIPM / NIBM / IPM / recognized university).
  • 5–8 years of HR experience within the textile or apparel sector, with a minimum of 3 years in elastic or narrow fabric operations preferred.
  • Strong knowledge of factory workforce management, compliance, and industrial relations.
  • Proven experience in handling buyer audits, disciplinary processes, and employee welfare initiatives.
